ORGANIZATIONAL SUMMARY:

The USF Department of Intercollegiate Athletics is an integral part of USF and its mission by sponsoring a diverse and nationally competitive Division I athletic program. The program serves several significant constituencies, including its student-athletes, who are students first. The most important priority of the program is the progress of the student-athletes toward graduation. Other priorities include the health, fitness and emotional development of student-athletes at USF.

Intercollegiate Athletics provide a sense of collegiality, allegiance, and pride for students, staff, faculty, alumni, boosters and the greater Tampa Bay community at large and serves as a focal point for their support. Within the framework of competitive excellence, Intercollegiate Athletics at USF are also a contact vehicle leading supporters to a greater awareness of the University's mission, academic programs and prominence as an educational institution.

POSITION SUMMARY:

Operating within a sport liaison model, this position assumes the crucial responsibility of overseeing the day-to-day activities of the compliance office. With a primary focus on ensuring compliance across all sports, athletic units, and on-campus constituents, the incumbent acts as the central point of contact for coordinating and facilitating compliance efforts. In addition to creating, implementing, and monitoring processes and policies in accordance with NCAA, AAC, and Institutional rules and regulations, the individual will provide guidance and direction to the compliance staff. A key aspect of this role involves improving upon an established rules education process. The incumbent will work towards enhancing the existing programs and initiatives aimed at educating student-athletes, coaches, and staff members about compliance obligations and best practices. By implementing innovative strategies and staying updated on regulatory changes, the position will contribute to the continuous improvement of rules

education within the organization. Furthermore, the position carries the responsibility of having both Directors of Compliance reporting directly to them. This supervisory role involves providing leadership, guidance, and support to the directors in their respective areas of compliance oversight. Collaborating closely with the directors, the incumbent will ensure effective coordination, communication, and compliance management across all sports and departments. Adherence to all NCAA, Conference, and institutional rules and regulations remains paramount in fulfilling this role, while driving enhancements to the rules education process and overseeing the compliance office with the support of tthe Directors of Compliance.


RESPONSIBILITIES:


Assist with leading the overall supervision of the Athletic Compliance office by creating, maintaining, and ensuring an environment conducive to strict adherence to Conference and NCAA legislation. Overseeing and enhancing a comprehensive monitoring program relating to NCAA and Conference rules that impact the activities of student-athletes.

Administration of a comprehensive rules education program. Provide regular rules educational information to athletics department administrators, staff, coaches, and student-athletes. Research and provide rules interpretations to coaches, student-athletes, staff and other USF constituents.

Monitors athletics related activities, practices, and games from a compliance perspective. Conducts investigations related to rules violations, completes required reporting and makes recommendations to senior management how to avoid similar infractions. Responsible for strict adherence to Conference and NCAA guidelines and legislation.

Preparation of waivers and releases; maintaining team rosters, and making applicable updates in Banner. Monitoring additions and deletions to rosters, travel, class excuses, declarations of playing and practice seasons, summer conditioning activities, and student-athlete continuing eligibility.

Supervises the Compliance department staff and sets goals related to clear and strong institutional compliance. Oversees the process of certifying over 400 student-athletes for practice and competition.

Performs other related duties and/or projects as assigned.

POSITION QUALIFICATIONS:

MINIMUM:

This position requires a Bachelor's degree plus three years related exempt level experience; or a Master's degree and 1 year, or an equivalent combination of education and related experience.

PREFERRED:

A Master's degree or Juris Doctorate, along with four or more years of NCAA compliance experience at a Division I and/or FBS institution, conference office, or the NCAA national office is highly desired. Additionally, working knowledge of ARMS software, Compliance Assistant, and Teamworks would be advantageous.
