About the Position: Responsible for work related to the negotiations of Architect-Engineer contracts and subsequent contract modifications. Serves as technical expert for Source Selection Evaluation Boards, A-E Selection Boards, A-E Responsibility Review and A-E Scopes of Work.

Duties
- Serves as the technical expert in A-E contract acquisition and implementation, and developing Acquisition Strategies and Acquisition Plans.
- Serves as the technical expert for the development and implementation of Source Selection Plans.
- Serves as the technical POC for the Project Delivery Team to brief the Chief of the Contracting Office.
- Develops Source Selection Plans for design projects in conjunction with Project Managers and Contracting Officers in accordance with the Army Source Selection Manual and Federal Acquisition Regulations.
- Develops A-E scopes of work to procure A-E services for IDIQ contracts and individual A-E selections that require AE selection boards.
- Chairs A-E selection boards and prepares all information, performs debriefings, and makes recommendations to the Contracting Officer for award.
- Chairs Source Selection Evaluation Boards.
Conditions of Employment
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Contracting Officer's Representative (COR) TYPE C requirement. Must complete the required training and become a Type C COR within 12 months of being appointed.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

In addition to meeting at least one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience providing technical support in the preparation, negotiation, and administration of task orders/modifications to obtain engineering services using Architect-Engineer (A-E) service contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
