The TRA is one of the first public bodies to be set up to meet the new needs of the UK following its departure from the European Union. We play a central part in ensuring that the international trading environment is fair as well as free, by protecting British businesses from unfair trading practices such as dumping, trade-distorting subsidies and unforeseen surges in imports.

The Trade Remedies Authority (TRA) is a non-departmental public body established following Royal Assent of the Trade Act 2021. The TRA is an independent arm’s length body that conducts investigations concerning unfair trading practices including dumped and subsidised imports. Based on its findings, the TRA advises the Secretary of State for the Department of International Trade whether additional import duties or tariff rate quotas should be applied to the goods concerned. The TRA is based in central Reading and has around 150 staff, with its own analysts, corporate support staff and legal specialists, as well as investigators.
This role sits within the analyst team which comprises three units, each reporting to the Chief Economist. Data and evidence are critical to the determinations made by the TRA. Analysts achieve this by setting professional standards, developing tools and techniques and assurance processes. Importantly, analysts lead the economic interest test, which is a novel feature of the UK trade remedies system.
Your role will be at the heart of delivering this crucial function. You will be responsible for championing best practice in qualitative and quantitative data collection, analysis techniques and quality assurance processes across the TRA. You will support analysts on conducting the economic interest test on trade remedies cases, which involves interrogating multiple strands of data to draw logical and robust conclusions. You will have the opportunity to work in multi-disciplinary teams. Learning from other qualified professionals and getting involved in all aspects of analysis.
Key Accountabilities:
In this role you will:
- Support analyst colleagues with conducting economic analysis;
- Support the development of data collection tools and techniques, such as designing stakeholder questionnaires;
- Support multi-disciplinary case teams with quantitative and qualitative data analysis and interrogating secondary data sources;
- Support case teams with their approach to stakeholder engagement including capturing the views of businesses and consumers;
- Undertake ad-hoc research-based tasks including secondary data analysis.
Responsibilities may vary depending on the skills and experience of the successful candidate, as well as customer needs.
Person specification
To be successful in this role applicants should demonstrate the following:
- You should be willing to learn and develop knowledge and skills about trade remedy investigations, applying WTO guidance and UK trade remedy policy and legislation to casework;
- You should be collaborative by supporting work across the organisation and developing effective working relationships with stakeholders;
- You should be curious about exploring relationships in data and getting to the heart of issues as part of your analytical projects.
Essential Criteria:
- Must be in their penultimate or final year of working towards the following qualifications:
- A bachelor's degree in economics, or similar analytical field (e.g. Statistics, Econometrics, Mathematics, Data Science) with at least 50% of the units having some economics content.
- Knowledge and/or interest in international trade;
- Ability to apply economic concepts and analytical techniques to real world situations;
- Ability to provide effective and appropriate written and oral communication of economic analysis to technical and non-technical audiences;
- Ability to use or willingness to learn software packages such as MS Excel and R Studio;
- Ability to respond flexibly and rapidly when needed, as well as to take a longer-term perspective about your work and its impact.
Desirable Criteria:
- Ability to analyse and handle data to support policy advice and generate evidence-based conclusions.
Qualifications

Selection process details

Shortlist: The panel will consider your application against the essential and desirable criteria for the role. Shortlisted candidates will be invited to interview.
Interview: The interview assessment will consist of a presentation exercise as well as experience, strength and behavioural-based questions and some short data analysis questions. We use Civil Service Success Profiles (link) to interview for our roles.
