Job description
Homes England is registered with the financial services regulator, the Financial Conduct Authority (FCA), for supervision of its Money Laundering systems and controls as required by the Money Laundering, Terrorist Financing and Transfer of Funds (Information on the Payer) Regulations 2017 (MLR), the Proceeds of Crime (PoCA) 2002, Terrorism Act (TACT) 2000 s21D and the “Sanctions Act” re: Sanctions and Anti-Money Laundering Act 2018 (SAMLA).
Homes England, as a sponsored Government department’s agency, applies Cabinet Office (CO) guidance, and specifically AEC guidance re Government Function Standard GovS 013: Counter Fraud and General Grants Minimum Requirement Seven: Risk, Controls and Assurance document (GGMR7).
This role proactively supports the Head of Anti-Economic Crime (AEC) Operations and Deputy Money Laundering Reporting Officer (DMLRO), who is responsible for the effective discharge and compliance to the MLR, PoCA and SAMLA, across Homes England, and through its Anti-Economic Crime Framework (AECF) and associated AEC policies; failure to do so, could result in disciplinary procedure, criminal conviction, gaol and/or fines.
The role specifically supports the DMLRO, by taking day-to-day responsibility for the following disciplines – facilitating customer due diligence (CDD) and screening (PEP and Sanctions) name matches for assessment and decision-making. This role will also entail being the lead liaison with internal stakeholders on lower risk CDD cases and tactical procedural and policy matters.
Working in the Anti-Economic Crime (AEC) team, this role will play a critical role in supporting the Head of AEC Operations and Deputy Money Laundering Reporting Officer (DMLRO), who is responsible for the effective discharge and compliance to the Money Laundering Regulations, Proceeds of Crime Act (POCA) and Sanctions and Anti-Money Laundering Act (SAMLA), across Homes England, through its Anti-Economic Crime Framework (AECF) and associated AEC policies.
Person specification
This role will entail being the lead liaison with internal stakeholders on lower risk CDD cases managing the CDD lifecycle process to ensure customer risk is assessed and appropriate CDD levels are applied, which includes enhanced due diligence controls such as the identification of Politically Exposed Persons and Sanctions monitoring.
In addition the job holder will be required to continuously assess low risk customer reviews (new and existing) for compliance to AEC CDD policies and procedures as well as review Sanction escalations, from the programmes, outsourced CDD providers and/or CDD Operations’ team, and, where appropriate, approve the discounting of the screening alert or where a target match is proposed, escalate a recommended course of action to Senior Specialist and/or Specialists for review and appropriate action.
We are looking for someone who has a good understanding and experience of CDD, customer tax evasion and Sanctions, and particularly strategic AEC risks, control environments including operational and organisational models; making structured and applied risk decisions is critical to this role.
The job holder will also have an appreciation regarding AEC Governance, Management Information (MI), Countering Fraud, Modern Slavery and Anti Bribery Corruption.
