Job description
The primary role of the Office of Institutional Analysis (OIA) is to provide information, research/statistical support, and other planning and analytical services for decision making and policy planning at the University of Winnipeg.
The Senior Analyst, Data and Reporting is a full-time continuing position responsible for gathering, collating, analyzing and communicating the primary information used for forecasting and supporting management decisions. The primary responsibility of this position is to ensure the validity and reliability of data provided from a wide variety of internal transactional databases and external sources. The Senior Analyst then determines the most effective way of gathering and displaying the information, converts data to information, provides complex analytical reports displaying the most important lessons from changes over time, and communicates the information to Senior Management for strategic planning.
Responsibilities:
- Collaboratively work with Institutional Leaders to define and develop key performance indicators.
- Provide information and analytic support to the University’s administrative decision makers in order to facilitate strategic planning, policy-making, resource allocations, and other processes.
- Work with management to identify what information they need, and develop reporting that provides that information in a timely, understandable way.
- Work under the direction of the Executive Director – Institutional Analysis and other members of the senior administration to develop analysis of provincial outcomes-based funding approaches and other accountability measures. The Senior Analyst is responsible for informing the University’s approach to negotiation and implementation, data collection and analysis and works directly with provincial officials when new initiatives are being developed and during periods of review.
- Develop and maintain informative management reports.
- Provides direction to the Data Management Lead in TSC (Technology Solutions Centre) with regards to identifying the appropriate data to be shared with stakeholders and developing data definitions.
- Plan, organize, control and direct operations and activities involved in the research, review, analysis, interpretation and reporting of variety data and information used in assessing institutional effectiveness.
- Develop, track and report upon key performance indicators, used to monitor the University’s progress against strategic goals.
- Develop, implement, plan, and document procedures for qualitative and quantitative data collection, analysis, and interpretation.
- Provide ongoing support to priority projects, such as the Data Governance Project.
- Developing and testing data stewardship models.
- Defining/scoping data domains, other classification schemes and standards, etc.
- Surveying/inventorying data systems and software in use to record/maintain basic institutional knowledge about where University data resides, how it's managed and protected.
- Creating and maintaining a Data Governance presence on UWinnipeg's website.
- Assisting program areas with Data Governance work at the front end of data-related projects.
- Perform ongoing analysis of both internal and environmental data and regularly report findings.
- Analyze data to identify patterns and significant trends.
- Gather and analyze regional and institutional demographics and psychographics and design various research strategies to meet enrolment and institutional goals.
Qualifications:
- Master’s degree (PhD preferred) in a research related discipline (e.g., educational administration, social sciences, mathematics or statistics).
- At least five years of experience involving statistical research, review, analysis, interpretation and reporting including work with institutional assessments, research and planning functions.
- Advanced principles, practices, procedures, theories, models and techniques involved in the research, collection, analysis, interpretation and reporting of statistical data.
- Experience working independently.
- Experience communicating complicated statistical information in plain language and developing visual presentations, such as infographics.
- Experience working with a large database or data warehouse.
- Extensive experience in conducting large complex studies.
- Previous experience at a senior level in a research function would be an asset.
- Knowledge of the post-secondary system in Canada and/or experience working in a University or College setting would be an asset.
- Excellent written and oral communication skills.
- Broad knowledge of survey design and analysis.
- Extensive knowledge of evaluative research design and analysis.
- Knowledge of statistical techniques including correlation and regression.
- Knowledge of performance review systems including Balanced Scorecard would be an asset.
- Excellent public speaking and presentation skills.
- Ability to manage time to meet varying timelines.
- Ability to work well with a variety of people to understand their needs, understand where data is located, and how best to report it.
An equivalent combination of education, experience, skills, knowledge and abilities may be considered.

The salary range for this position is from $87,156 - $110,407 annually.
