Under the direction of the Executive Director, Ambulatory/Managed Care, Director, Ambulatory Care, or Director of Community Health Services manages, supervises, and coordinates the daily activities of an assigned program or project.

- Plans, organizes, directs and coordinates the administrative activities of an assigned program or project in the Ambulatory and Managed Care Department;

Directs, supervises, and evaluates the work of subordinates in the assigned areas of responsibility;
-
Consults with and makes recommendations to the Directors in the areas of program formulation, implementation, improvement, and evaluation;

Develops administrative policies, procedures, controls and reporting systems for projects/programs under supervision;

Directs and participates in the preparation of comparative analysis, financial projections, programmatic and operational reports to evaluate and monitor effectiveness;

Assists in preparing budget proposals for department, including working with the Directors and clinic administrators in the preparation of the annual budget;

Provides analytical, decision and project support for Ambulatory and Managed Care services;

Monitors the revenue and expenditures of Ambulatory and Managed Care against the annual budget, and develops and monitors systems of fiscal and management control;

Selects and trains staff in departmental activities and procedures;

Advises Directors of interpretation and application of relevant healthcare policies;

Attends committee meetings and generates reports as required;

Prepares annual statement of goals and objectives, involving subordinates in the process;

Provides technical resources to subordinate professional and technical staff;

Coordinates activities with and represents the department with other departments or agencies and/or external stakeholders;
- Performs other related duties as assigned.
Sufficient education or training and experience to demonstrate possession of the following knowledge and abilities:
Experience Note: The knowledge and abilities required to perform this function would normally be acquired through training and experience equivalent to a Bachelor's degree in health care or business administration and two (2) years of increasingly responsible administrative or supervisory experience in a major ambulatory services program in a teaching hospital. A Master's degree in health care administration or related field is desirable.
Knowledge of:

Advanced principles, practices and techniques of healthcare administration;

Principles of modern ambulatory service management and coordination;

Principles of personnel management and supervision, including training, evaluating and budgetary preparation and control;

Regulations and laws common to the operation of ambulatory delivery systems in California;

Administrative problems involved in the operation of a complex modern ambulatory delivery system;

Principles of management analysis and organizational design necessary to formulate and implement administrative policies;
-
Work related computer applications, such as word processing, spreadsheets, database or specialized department programs.
Ability to:

Plan, organize and direct a comprehensive administrative services program;

Develop and implement effective new methods and procedures;

Develop and interpret financial and operations studies and analyses;

Interpret and apply provisions of federal, state and local laws and regulations as they apply to hospital/ambulatory functions and activities;

Act as liaison to, advise and/or resolve differences with public and private agencies, other departments, the general public, and departmental employees;

Communicate effectively orally and in writing;

Establish and maintain effective working relationships with those contacted in the course of work, and;
- Prepare clear and concise correspondence and reports.
