Location: Flexible, to be decided (we offer Hybrid working supported by a Smart
Working Policy). Expected to work predominantly in the East of England – Norfolk,
Suffolk, Lincolnshire

Directorate Overview: (Compulsory Purchase & Consents)

throughout the UK. We deliver a concept to completion service for major infrastructure
projects and are the market leader in Development Consent Order (DCO) land advice,
having delivered on over 65 DCO projects and over 20 Transport and Works Act Orders
(TWAOs) across the UK. For over 25 years Ardent has worked on behalf of private and
public sector clients, to successfully coordinate compulsory purchase strategies that
efficiently and effectively promote projects covering a wide range of sectors. These
projects include energy, regeneration, highways, rail and ports.

Key Accountabilities & Job Overview:

Agricultural Liaison Officers (ALO) play a vital role in the preparation and delivery of
construction works on major projects in the rural environment. The ALO acts as an
intermediary between landowners/tenants, the contractor, and the client to ensure that
works are being delivered in compliance with legal agreements, consents and approved
construction methodologies to minimise disruption to agricultural operations.

Ardent is seeking to expand its team of Agricultural Liaison Officers to support clients
across a variety of exciting and innovative major infrastructure projects in the UK. We are
looking for ALOs in the following areas of the UK, preferably with a local working
knowledge of the area:

  • East of England – Norfolk, Suffolk, Lincolnshire

The Agricultural Liaison Officer (ALO) will act as the primary conduit for information
between Landowners and occupiers, the client and the contractors on site for land and
property related issues throughout construction. The ALO will be expected to be
contactable during works and provide landowners with a key point of contact (some of
this might be outside of normal working hours).

The ALO will have responsibility for liaising with landowners, occupiers, and agents in
respect of:

  • Co-ordinating and overseeing drainage surveys and sharing pre and post
construction drainage schemes with landowners, occupiers and agents;
  • Discussing and agreeing with landowners the location and installation of proposed
infrastructure on land during the design process, including being able to explain
the requirements and constraints applicable during such decisions;
  • Coordinating the provision of detailed pre- and post-construction condition surveys
to be used as a baseline in any compensation claims/disputes with the landowner
and/or contractor;
  • Overseeing the contractor’s diligent discharge of duties that protect soils, livestock
and crops.


It is expected that this individual will work closely with existing land consultants and bring
in-depth agricultural knowledge providing an approachable conduit that fully understands
the requirements of commercial arable and livestock agricultural operations. It is
desirable that the individual will have working knowledge of forestry and equestrian
issues too.

Carry out site meetings familiarising yourself with landowners, occupiers, their holdings
and the individual requirements of each holding ahead of construction works, including;

  • Take photographs and record log of damage and notable issues on the project
land;
  • Liaise with landowners and drainage consultants;
  • Co-ordinating condition schedules including soil and contamination surveys with
schedules of condition focusing on, but not limited to:
  • the position and condition of field boundaries;
  • the condition of existing access arrangements;
  • the location of private water supplies (as far as reasonable investigations
allow);
  • the type of agricultural use taking place;
  • the yield of crops;
  • the quality of grazing land; and
  • the existing weed burden

  • Liaise with landowners and occupiers with respect to field entrances and access

to construction strips and managing/ facilitating access to landlocked or severed
land parcels;

  • Advising on soil movements within the context of translocation of soil diseases;
ensuring due regard is given to suitable protection;
  • Undertake pre-construction and day-to-day discussions with affected parties to
minimise disruption, where possible, to existing farming regimes and timings of
activities;
  • Undertake site inspections during construction to monitor working practices and
ensure landowners’ and occupiers’ reasonable requirements are fulfilled;
  • Discussing and agreeing reinstatement measures following completion of the
works


Competencies (Knowledge, Skills & Experience) Required:

  • practical agricultural knowledge;
  • relevant experience of working with landowners and agricultural businesses
(preferably locally rooted;
  • knowledge of the compulsory acquisition process;
  • experience working on linear infrastructure projects (e.g. utility installations);
  • experience of construction and construction contracts;
  • Relevant experience, and extensive agricultural knowledge;
  • Stakeholder engagement experience;


  • Cost sensitivity and control, and flexibility to ensure optimisation and efficient
use of budget, time and resources;
  • Experience of working within standard construction healthy and safety
frameworks, and experience of holding parties accountable to compliance with
Risk Assessments and Method Statements (RAMS).
