Position Description ACCOUNTING TECHNICIAN Reports To: Chief Financial Officer Prepared By: Human Resources FLSA Status: Full-Time, Non-Exempt Salary Grade: $17.00-18.00/hour Revised Date: July 25, 2023 Approval Date: August 2, 2023 Position Summary: Under the direction of the Chief Financial Officer, the Accounting Technician is responsible for performing a variety of entry level accounting and clerical duties requiring knowledge of basic accounting. An Accounting Technician performs general accounting duties such as payroll, vendors payments and performs other related duties as required. They will assure the timely payment of vendor invoices and expense vouchers and maintain accurate records. The Accounting Technician must be able to communicate well and be able to establish rapport with patients and their families. He/she must be sensitive to the needs of the Indian community, its cultures, traditions, behavior patterns, and background. The Accounting Technician must be familiar with the goals and objectives of the Health Center, also maintains genuine enthusiasm for the success of TRIHCI’s health programs and consequently exercises a strong sense of stewardship in developing and maintaining community relations. Essential Duties and Responsibilities: 1. Completes payments and controls expenses by receiving, processing, verifying, and reconciling invoices. 2. Pays vendors by monitoring discount opportunities, verifying federal id numbers (W-9), scheduling and preparing checks, and resolving purchase order, contract, invoice, or payment discrepancies and documentation. 3. Reconciles processed work by verifying entries and comparing system reports to balances. 4. Ensures credit is received for outstanding memos. 5. Issues voids or purchase order amendments. 6. Ensures proper vendor information is maintained for year end 1099’s. 7. Prepares and issues IRS form 1099 in accordance with IRS guidelines. 8. Assists in preparing documents for fiscal year audits. 9. Pays employees by receiving and verifying expense reports and requests for work related travel advances. 10. Maintains accounting ledgers by verifying and posting account transactions. 11. Verifies vendor accounts by reconciling monthly statements and related transactions. 12. Assist with Petty Cash and Cash Receipt reconciliation. 13. Process payroll, compile and record employee time and payroll data. 14. Compute employees’ hours worked, wages, and deductions. 15. Process paychecks and reconcile payroll to general ledger through applied general accounting principles. 16. Receive and process employee garnishment requests accurately and timely. 17. Collaborate with Human Resources to maintain/enter employee benefit premium deductions for health insurance, 403(B), and other supplemental plans (Short Term/Long Term Disability). 18. Protects organization’s value by keeping information confidential. 19. Updates job knowledge by participating in educational opportunities and staff meetings. 20. Accomplishes accounting and organization mission by completing related results as needed. 21. Other duties as assigned. Demonstrate professional competency in office abilities, including the maintenance of confidentiality. 4. Possess basic computer and database software operation knowledge and demonstrate a working knowledge of routine office hardware and equipment (e.g., printers, copiers, fax machines, etc.). 5. Must demonstrate the ability to maintain accurate records and preparing clear and accurate reports for informational, auditing, and operational use, including capacities for attention to detail and for reviewing and verifying accuracy of data. 6. Possess the ability to organize and follow one’s own work schedule (i.e. setting priorities, being available during work hours, and meeting critical deadlines). 7. Possess the ability to perform well in group problem-solving situations and use reason even when dealing with highly emotional topics. 8. Possess the ability to become knowledgeable of health needs and services provided to the Indian community both on and near the reservation. 9. Demonstrate the competency and integrity to maintain the confidentiality of organizational, employee, and client records. 10. Possess the ability to deliver effective training and presentations on technical subjects to large and/or small groups of various educational and cultural backgrounds. 11. Possess knowledge of federal, state and local laws and regulations governing record keeping 12. Must know 10-key by touch, able to type 45 wpm with minimal errors with a typing certificate affirming typing speed that is less than 90 days old. Education and/or Experience 1. High school diploma or equivalency is required for this position. The Associate degree is preferred. 2. One year of general clerical bookkeeping experience, OR completion of an approved full charge bookkeeper program, OR other bookkeeping-office support program from an accredited business/community college or adult school. Certificates, Licenses, Registrations 1. A current California driver’s license and a good driving record are required for this position. Preferred Qualifications and Contingencies 1. Must be fully vaccinated against COVID-19 prior to the first day of work. Physical Work Environment: The description provided here is representative of those conditions in which the Accounting Technician will be required to perform the essential functions of this position. While performing the duties of this position, the Accounting Technician is situated in a standard office environment within the health center, where there is little or no exposure to variations in the weather or other similar elements. The Accounting Technician will move throughout the health center to meet with supervisors and co-workers but maintains no-direct patient/client contact. Consequently, the Accounting Technician must: Possess the mobility to work in a standard office setting (i.e. walk, stand, or sit for extended periods of time); Possess the ability to use standard office equipment to write, type, copy, fax, or perform other duties. Possess the strength to lift and carry supplies weighing up to 15 lbs. repeatedly and up to 45 lbs. intermittently. Tule River Indian Health Center, Inc.
