Accounting and Regulatory Policy (Policy) is a global function within Finance which supports Morgan Stanley to achieve its business goals by providing independent advisory and review services in relation to matters of Accounting and Basel-based Regulation for a broad range of internal and external stakeholders. As a result of this focus, Policy plays a key role in client advisory activities and major Firm projects, helping to shape and influence the future strategy of the Firm.
Following a recent expansion of team scope and responsibilities, a Vice President opportunity has arisen within the Glasgow Policy team, which operates as a centre of excellence for the global Policy team. Reporting to the Executive Director Head of Glasgow Policy, the role will primarily focus on Regulatory Policy, providing the opportunity to be at the forefront of developments in Regulation impacting the UK and beyond, including Basel IV and the Capital Requirements Regulation (CRR 3), and will also cover advisory support on accounting topics.

What will you be doing?
You will be global lead for Morgan Stanley Regulatory Policy Management, working with senior stakeholders in the US and EMEA.
You will play a central role in managing the team's global regulatory horizon scanning process, including technical review of new publications and communication to management and key Firm stakeholders.
You will take on a lead role in the implementation and roll out of a new digital tooling solution for the team's regulatory horizon scanning process, including liaison with internal management and third-party provider.
You will be a key advisor, working alongside cross-functional teams on major Firm implementation projects, including Basel IV and CRR 3, in addition to assuming responsibility for the resolution of ad-hoc advisory queries from internal stakeholders covering both regulation and accounting matters.
You will act as a central liaison for the Glasgow team with key internal stakeholders on matters of regulatory and accounting policy, including Firm Management, Regulatory Controllers, Legal & Compliance, Risk, Treasury and Liquidity & Funding Controllers.
You will help train our internal stakeholders on technical matters, including key regulatory updates identified through the team's horizon scanning process.
You will develop SME knowledge across US and EMEA regulations.
You will assume line manager responsibilities for one direct report (Director/AVP/Manager level).
QUALIFICATIONS
What we’re looking for:
Qualified CA/CPA/ACCA or equivalent.
Knowledge of Basel-based Regulation, and a keen desire to develop SME expertise in areas of regulatory policy.
Strong communication skills, including ability to communicate technical material to various levels of experience/knowledge both in written and verbal form.
Self-motivator with the ability to balance own priorities alongside supervision and coaching of direct report.
An interest in working in a fast-paced environment, often balancing multiple high priority deliverables.

The confidence to take ideas forward and to challenge others, where appropriate, with experience in management by influence, facilitating and gaining consensus.
Prior experience of working in a financial services environment.
