Job Duties:
Account Clerk II - Leave and Absence
The Account Clerk will provide support to the leave and absence management program on the Employee Relations team. Individual will establish and maintain effective working relationships with employees, supervisors, and others at various levels of the organization; maintain confidential information; work effectively and efficiently under pressure and perform routine office duties as required; work in a fast paced environment and effectively coordinate competing deadlines; demonstrate proficiency in the application of Microsoft Office Suite products and an HRIS; prepare reports and general correspondence; coordinate records retention; communicate effectively orally and in writing; participates in division or department projects by researching or providing relevant information.
Full salary range is $35,494.40 - $55,016.32; hiring range will be at or close to the minimum.

Representative Work Functions and Responsibilities: In addition to the duties outlined in the City job description, the following duties are specific to the position of Account Clerk within the Employee Relations division of Human Resources.
Family Medical Leave Processing
- Responsible for the coordination and administration of leave under the Family Medical Leave Act
- Handles a high volume of FMLA leave of absence cases and intake of constant daily requests and questions on leave of absence
- Provides assistance to employees regarding in Determines which FMLA forms are necessary, and issues provides required forms to employee in accordance with required deadlines
- Reviews completed FMLA documentation for accuracy and completeness
- Processes employees FMLA based on eligibility in accordance with federal, state, and local regulations, as well as City policies and procedure.
- Performs recordkeeping and data entry activities in Insite and VB time
- Runs leave related reports in InSITE and VB Time
- Provides timely and accurate responses to members and supervisors concerning FMLA day-to-day issues and activities
- Maintain timely follow up with Occupational Health Services to ensure healthcare certification processing (i.e., approval/denial) complies with FMLA federal regulations.
- Keeps informed of state leave laws, FMLA and regulatory federal and state laws regarding leave of absence
- Maintain highly confidential employee files and ensure HIPPA compliance
- Attends seminars and training classes to stay current with changes and best practices.
- Seeks supervisory guidance/approval as appropriate
Leave Donation Program
- Coordinates the application process to include checking for eligibility, determining eligibility, generating correspondence, and answering questions from members, PALS, or supervisors.
- Completes and approves related transactions or data entry in InSITE or VB Time.
- Maintains leave donation files.
Administrative Support
- Serves as back-up to Employee Relations Human Resources Office Assistant
- Provides support to the overall operations of the ER Division
- Understand and interpret city policies and procedures pertaining to employee relations
- Prepares and/or coordinates correspondence of complex and confidential nature, interoffice forms, agendas, presentations, and other reports and forms

- Demonstrated ability to exercise judgment and discretion in line with the goals of the division
- Experience working in a highly confidential, fast paced environment providing timely and accurate deliverables
- Demonstrated experience establishing positive working relationships with various stakeholders
- Experience maintaining and updating shifting tasks and priorities to include coordination of multiple stakeholders
- Demonstrated ability to communicate effectively and diplomatically both orally and in writing
- Demonstrated high level of proficiency in Microsoft Office applications such as Outlook, Excel, and Word.
- Experience providing exemplary customer service to internal and external customers
- Experience serving in a human resources support role
- Experience facilitating human resource processes and transactions

Minimum Requirements:
MINIMUMS:
High school or GED plus two (2) years experience in fields providing the required knowledge, skills and abilities, such as clerical accounting or bookkeeping; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
SPECIAL REQUIREMENTS:
All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. May require a passing score of 30 words per minute on a typing test.

Preferences:
Associate's degree in Human Resources Management, Public Administration, Business Administration or related field;
Three years experience facilitating human resources, benefits, medical and/or legal processes and transactions;
Strong customer service skills desired.
Absence management experience (e.g., LWOP, FML)
Records retention/management experience
Data processing and/or report creation
Microsoft Office Suite experience
