Job description

This is an exciting opportunity for an Access to Health Records Officer to join our team in the Mental Health Act Department at Broadmoor Hospital, Crowthorne, Berkshire.

The main focus of this role is to undertake the processing of routine applications from current and former patients and their representatives under the Data Protection Act 2018. The post holder will also assist with clerking Tribunal hearings in the absence of Tribunal Clerk.

This is an interesting role for someone who is has a keen eye for detail, as has the ability to be flexible and adaptable, ensuring confidentiality is upheld at all times.

Working hours: 37.5 hours per week. Monday to Friday

The main duties relate to processing applications/subject access requests according to legislation, Trust Policies and department procedures. This will require collating information from all the hospital records and liaising with representatives from different disciplines. Strict statutory timescales must be adhered to, and support and guidance is provided by the Deputy/Manager where necessary.

Older requests for records requests will require researching information from records stored on microfilm.

Some applications will require discussions with applicants (particularly solicitors) to identify the exact nature and extent of the application and the likely timescale in producing copies.

A good working knowledge of the General Data Protection Regulations (GDPR) and Data

Protection Act 2018 is essential for this role along with a basic knowledge and understanding of current mental health legislation, practice and procedures.

The main focus of this role is to provide access to patient health records in accordance with the statutory provisions of the General Data Protection Regulations (GDPR) and the Data Protection Act 2018. Most access requests will come from the patients or their legal representatives (data subject access requests). However, many requests are also received from other organisations such as health trusts, social services, the police service, probation services, researchers, historians and family members. There are detailed procedures to process these different types of request and they will all have a basis in law (Data Protection Act, Human Rights Act, Access to Health Records Act, Freedom of Information Act and the common law duty of confidentiality).

The post-holder is required to assist the Manager in a range of duties associated with the management of health records (paper and electronic) and provide evidence of meeting relevant Department of Health Standards as set out in the NHS Digital Data Security and Protection Toolkit in addition to the standards set by the Care Quality Commission.
